Partial individual-choice coverage: Lester Miller only. Outcome not normalized; see the official narrative. Official narrative (decoded plain text): Capital Project Director Jason Daniel presented the recommended SPLOST and Capital Projects Budget Revision for approval. Board members approved the District's recommended revisions to the current Educational Special Purpose Local Option Sales Tax (ESPLOST) projects. A public hearing was held earlier on May 6 to receive public feedback before the revisions were presented to the Board for final approval. The recommended revisions were also advertised in The Telegraph on Saturday, April 19, and Saturday, April 26. Several previously identified projects in the 2010 ESPLOST Capital Improvement Plan were declared infeasible for various reasons related to declining student populations and reduced funding projections. The projects that were declared infeasible are listed below with justification. • New Elementary No. 4 and No. 5: These projects were declared infeasible due to a declining student population and a projected reduction in ESPLOST receipts. In addition to removing some projects from the original SPLOST approved list, several have been added based upon the District’s current needs. These new projects are listed below with justification for each. • Bernd, Porter and Riley Elementary Renovations: These projects have been added to the ESPLOST list due to the decision to keep these schools operational. These projects include replacement/repair of roofs, HVAC upgrades, flooring, painting, parking/traffic flow improvements and security enhancements. • Security Improvements: Additional funds have been added to this line item to allow for additional district-wide security enhancements. • Welcome Center: A planned restructuring of the Welcome Center will require funds to cover the expense of the modifications and to provide a new roof for the facility. o Planned modifications: Larger more professional meeting space for Leaders at Work (LAW) meetings and other district-wide meetings Create a heritage area for Human Resources Offices. • Bloomfield Middle Conversion to Elementary School: A line item has been added to the budget to cover the expense to convert Bloomfield Middle School into an Elementary school if the Board chooses to exercise this option at a later time. • Classroom Additions at Heritage and Carter Elementary: Due to increased student enrollment at these two schools and the decision to operate larger elementary schools, these additions have been added to the project list to increase the capacity of these schools to 750 students if the Board chooses to exercise this option at a later time. • Land/Facility Acquisition: This line item has been added to the ESPLOST project list to keep funds available for property acquisition to help with the District’s long-term planning. • Technology: This line item has been adjusted to add additional funds for providing a computer refresh for faculty and student computers. The overall ESPLOST project budget amount has been reduced by $5,200,654 based on projections of future ESPLOST receipts offset by an increase in projected State Capital Outlay Funds.
