Partial individual-choice coverage: Lester Miller only. Outcome not normalized; see the official narrative. Official narrative (decoded plain text): Technology Director Mike Hall and Monica Radcliff presented agenda action item.   Board members adopted a Three-Year District Technology Plan to use as a strategic planning document from July 1, 2014 to June 30, 2017. This document will serve as the required documentation for AdvancED, E-Rate, and the Georgia Department of Education.   Executive Director of Technology Services Dr. Mike Hall presented the plan to Board members, and explained how all school districts receiving federal funds must have a current Three-Year District Technology Plan in place for use as a strategic planning document. This document will meet the requirements set forth by USAC, AdvancED, and the Georgia Department of Education. The Bibb County School District Technology Committee put together sub-committees that gathered data, calculated inventories, and worked collaboratively with the Technology Services Department to develop this most recent three-year plan. The document provides readers with an accurate assessment of technology as it was, as it is, and as it will be. The document also reflects a significant change in infrastructure and in technology priorities over the last year. Evidence exists documenting a need for significant end user training to fully maximize the capabilities of this new infrastructure. With the majority of infrastructure upgraded, the District should shift its technology focus to instruction. The use of Digital Content, BYOD (Bring Your Own Devices), and online collaboration should drastically change how teachers teach and students learn. Motion made by: Mrs. Susan K. Sipe Motion seconded by: Dr. Thelma D. Dillard

Partial individual-choice coverage: Lester Miller only. Outcome not normalized; see the official narrative. Official narrative (decoded plain text): Technology Director Mike Hall and Monic Radcliff presented the agenda action item. Board members approved a Staff Computer Initiative, which allocated up to $3 million in Educational Special Local Option Sales Tax (ESPLOST) funds for the purchase of staff computers utilizing the District's existing contract with Dell. This Staff Computer Initiative is considered a one-time purchase providing employees with a "modern computer," as opposed to previous discussions that called for a lease program allowing for smaller deployments per year.   As reflected in the Bibb County School District's Technology Plan, the majority of staff computers currently in use are between 5 and 12 years old. These computers are running on Windows 95 to Windows XP operating systems with limited capabilities, and these operating systems are no longer supported by Microsoft. The ESPLOST program provides the District with the availability of funds to complete this one-time upgrade of computers for staff members. There are approximately 2,800 employees requiring computer access daily. This project would be in one phase and is projected to be completed by September 15, 2014. School principals will be given a choice of a Teacher Desktop (Dell Optiplex 7010MT) or a Teacher Laptop with Docking Station/Monitor (Latitude 5540) per approved staff member. Central Office Staff will receive a Desktop Computer (Dell Optiplex 7010 MT). Motion made by: Mrs. Lynn Farmer Motion seconded by: Dr. Thelma D. Dillard

Official narrative (decoded plain text): Deputy Superintendent of Operations Dr. Kelley Castlin-Gacutan presented the agenda action item. Board members authorized the School Nutrition Program to increase meal prices for the 2014-2015 school year. Prices will be as follows. Elementary          Middle   High      Adult Lunch $1.10       $1.25     $1.25    $3.00 Current $1.00    $1.00      $1.00   $1.85 Breakfast $.75   $.75        $.75    $1.50 Current $.45     $.45        $.45    $1.00 Snacks $.80     $.80         n/a     n/a Current $.70    $.70         n/a     n/a   An increase in paid lunch prices will be required to comply with section 205 of the Healthy, Hunger-Free Kids Act of 2010 (Public Law 111-296). This provision requires School Food Authorities (SFAs) participating in the National School Lunch Program to ensure that schools are providing the same level of support for lunches served to students who are not eligible for free or reduced price lunches (i.e., paid lunches) as they are for lunches served to students eligible for free lunches. This provision was effective July 1, 2011. SFAs must annually review their paid lunch revenue to assure compliance with the paid lunch equity requirement. The Weighted Average Price equal to or above $2.59 are compliant for 2013-2014. When the average paid lunch is less than the difference between the free and paid federal reimbursement rates, the SFA must determine how they will meet the requirement – either by increasing their average paid lunch price or providing funds from non-federal sources.
